The Islamic Republic of Pakistan has applied for financing from the Islamic Development Bank toward the cost of the M-6 Motorway Development Project (Sections IV & V), and intends to apply part of the proceeds for consultancy services for “Environmental and Social Impact Assessment (ESIA) Study”
The consulting services (“the Services”) include consultancy services (but not limited to) for Environmental and Social Impact Assessment Study (ESIA). The Consultant will undertake an Environmental and Social Impact Assessment (ESIA) including Environmental and Social Management Plan (ESMP), Stakeholder Engagement Plan (SEP), Labor Management Procedures (LMP), Resettlement Action Plan (RAP), Livelihood Restoration Plan (LRP) and Gender Action Plan (GAP) for the project. The Consultant shall complete the Scope of Services within four (04) months of contract singing. The Consultant will work with the National Highway Authority (NHA) as per agreement to carry out the tasks outlined in the Terms of Reference (TOR).

The NHA now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria is defined in the Expression of Interest (EOI) Template. The EOI Template and the draft TOR can be downloaded from NHA website www.nha.gov.pk Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (MC Consultant Shortlisting) method set out in the Procurement Guidelines.

Expressions of Interest must be delivered in a written form to the address below (in person, or by mail) by 20th January 2026 at 1100 hours. The EOI’s will be opened on same day at 1130 hours Pst.
