- The Kyrgyz Republic has received financing from the Islamic Development Bank (IsDB) toward the cost of the Shariah-Compliant Affordable Housing Finance Project and intends to apply part of the proceeds for consulting services to engage an Engineering Design Review and Construction Supervision Consultant (the “Consultant”).
- The Consultant will provide comprehensive technical support to the State Mortgage Company (SMC) and the Project Implementation Unit (PIU) to ensure that the design and construction of the affordable housing complex are technically sound, structurally and seismically safe, compliant with Kyrgyz norms and regulations, and meet acceptable standards of energy efficiency, resource efficiency, climate resilience, and environmental and social safeguards in accordance with Kyrgyz national legislation and the IsDB Environmental and Social Framework.
- The services will include, inter alia: (i) an independent technical design review of existing design documentation (architectural, structural, MEP, infrastructure) and associated BoQs/cost estimates, including identification of gaps, risks, inconsistencies, and recommended corrective measures; (ii) support in consolidating and documenting agreed design clarifications, with any design modifications to be undertaken by the original designer or other duly authorized entity; (iii) preparation/adaptation of tender-ready documents for civil works packages in line with IsDB Procurement Guidelines; (iv) support during procurement including clarifications, addenda, and assistance in bid evaluation and contract finalization; (v) construction supervision and contract administration, including QA/QC, site records, verification of quantities, certification of interim payments, monitoring of progress, and management of variations/claims; (vi) monitoring and reporting on OHS and environmental and social (ESMP) compliance; and (vii) support during the Defects Liability Period (DLP), including inspections, defect management, and assistance with handover and final acceptance. The assignment is expected to commence in the 2nd quarter, 2026, and will extend throughout the construction period and DLP, aligned with the Project’s implementation schedule.
- The State Mortgage Company of the Kyrgyz Republic now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide information demonstrating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). For shortlisting purposes, ‘similar assignments’ mean multi-storey residential, mixed-use residential, or other mid- to large-scale building projects involving full architectural, structural, and MEP scope, implemented under formal contract administration and site supervision in seismic conditions.
- The shortlisting criteria are:
- Experience in engineering design review and construction supervision/contract administration for building construction projects, demonstrated by a minimum of two (2) similar assignments over the past ten (10) years (completed and/or ongoing), preferably including multi-storey residential and/or mixed-use developments in seismic areas and involving architectural, structural, and MEP systems.
- Demonstrated experience in preparation/adaptation of tender-ready bidding documents and support to procurement processes (including clarifications/addenda and support to bid evaluation and contract finalization) under MDB/IFI or comparable transparent procurement procedures (MDB/IFI experience is an advantage).
- Proven capability in site supervision and contract administration, including QA/QC, verification of quantities, certification of interim payments, progress monitoring, and management of variations/claims.
- Demonstrated technical capability in seismic safety and resilient building solutions, and experience in supervising structural works in seismic areas.
- Demonstrated experience in energy-efficient building design/review and implementation oversight suitable for cold climates (envelope performance and building services systems).
- Experience in environmental, social, and OHS compliance monitoring/reporting during construction (including ESMP implementation oversight) in accordance with applicable national requirements and/or MDB frameworks.
- Familiarity with Kyrgyz construction standards, permitting procedures, and State Expertise processes (through in-house capacity or qualified local partners), and ability to deploy a multi-disciplinary team with reliable presence in the project area.
- Experience with affordable housing/social housing projects is an advantage.
- Key Experts will not be evaluated at the shortlisting stage.
- The attention of interested Consultants is drawn to Part 1, Chapter 1, Paragraphs 1.12.1 and 1.12.2 of the Guidelines for Procurement of Consultancy Services under Islamic Development Bank Project Financing, April 2019, revised in February 2023 (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest, available at: https://www.isdb.org/project-procurement/documents.
- Firms that have been involved in the preparation of the original design documentation for this Project, and their affiliates, shall be considered to have a conflict of interest and shall not be eligible to participate in this assignment.
- Consultants may associate with other firms to enhance their qualifications but should clearly indicate whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected. Sub-consultants’ experience may be referenced for informational purposes only, but shall not contribute to the evaluation at the shortlisting stage.
- A consultant will be selected in accordance with the Quality and Cost-based Selection (QCBS) method through a shortlist of firms from IsDB Member Countries set out in the Procurement Guidelines.

No later than 16:00 hours Bishkek time (GMT+6), on 29 th of May, 2026.
- The assignment will be implemented in two phases: (i) design review and procurement support; and (ii) construction supervision and support during the Defects Liability Period. Key deliverables are expected to include, inter alia, an inception report, design review report and clarification log, tender-ready bidding documents, periodic supervision/progress reports, and DLP inspection/handover deliverables. Phase I is expected to be primarily a desk review, with limited site visits as required.
