The Government of Indonesia has received financing from the Islamic Development Bank toward the cost of the Indonesia Health Systems Strengthening Project, and intends to apply part of the proceeds for consultant services.
The services include technical support for the preparation, distribution management, functional testing, licensing, and administration of medical equipment, as well as the development of equipment lists, technical specifications, and cost estimates based on needs and market analysis for the Indonesia Health Systems Strengthening Project.

The Directorate General of Advanced Health of the Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The detailed shortlisting criteria are provided in Annex 1 of this REOI. Evaluation at this stage will be limited to the qualifications, experience, and capacity of the firm. In accordance with IsDB procurement principles, Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Chapter 1 Paragraphs 1.12.1 and 1.12.2 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing, April 2019 edition, revised in February 2023 (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Base Selection (QCBS) method from a shortlist of International Consulting Firms, as set out in the Procurement Guidelines (current edition).
