The Islamic Development Bank (IsDB) is financing a Project Preparation Facility towards the cost of preparation of the Reconstruction of the Kant-Tokmok-Chym-Korgon Section (km 23–83) of the Bishkek–Torugart Road Project and intends to use part of the proceeds for consulting services. The assignment concerns the preparation of a comprehensive feasibility package for the reconstruction and upgrading of approximately 60 km of the Bishkek–Torugart Road from km 23 to km 83, traversing the Kant, Tokmok, Ivanovka and Chym-Korgon areas in Chui Region of the Kyrgyz Republic.
The services include:

- Preparation of a comprehensive Feasibility Study and Preliminary Engineering Design for the reconstruction of the Kant–Tokmok–Chym-Korgon section (km 23–83) of the Bishkek–Torugart Road.
- Conduct of the technical, economic, environmental and social studies required for project preparation, including traffic surveys and forecasting, engineering investigations, economic and financial analysis, climate risk and resilience assessment, and other supporting studies necessary to establish the technical and economic viability of the project.
- Preparation of preliminary engineering solutions and safeguard documents, including the Environmental and Social Impact Assessment, Environmental and Social Management Plan, Land Acquisition and Resettlement Plan, and related project preparation documents, in accordance with IsDB requirements and the applicable laws and regulations of the Kyrgyz Republic.
The implementation period is expected to be ten (10) months. The assignment is expected to start in February 2027.

The Islamic Development Bank now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information that demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
The shortlisting criteria are: (i) the firm’s core business and years of experience in transport infrastructure consultancy services; (ii) relevant experience in feasibility studies and detailed technical studies for national or international highway/road infrastructure projects; and (iii) the technical and managerial capability of the firm to undertake multidisciplinary transport infrastructure assignments of similar scope and complexity. Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Paragraphs 1.12.1 and 1.12.2 of the Guidelines for Procurement of Consultancy Services under Islamic Development Bank Project Financing, April 2019, revised as of February 2023 (the “Procurement Guidelines”), setting forth IsDB’s policy on conflicts of interest.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method through shortlisting firms among IsDB Member Countries (QCBS-MC) set out in the Procurement Guidelines.
