1. The Government of Bangladesh has received financing from the Islamic Development Bank (IsDB) in the amount of US$323.42 million toward the cost of the Construction of Five Climate Resilient Bridges in Mymensingh Division, Bangladesh, and it intends to apply part of the proceeds to payments for works and consulting services to be procured under this project. This project will be jointly financed by the Government of Bangladesh and the Islamic Development Bank (IsDB).
2. The project will include the following components and brief description of the Works and Consulting services and their procurement procedures are mentioned below.
Works:
(i) Design and Construction of Someshwari Bridge-3 over Someshwari river at 35th km of Border Road (Z-2834) at Netrokona District, (ii) Design and Construction of Someshwari Bridge-2 over Someshwari river at 36th km of Shyamganj-Zaria-Birishiri-Durgapur Road (Z-3704) at Durgapur Upazila of Netrokona District and (iii) Design and Construction of the Mahadev, Ganeshwari and Nitai Bridge over the Mahadev, Ganeshwari and Nitai River on 9th km, 21st km and 47th kilometers of Border Road (Z-2834) at Mymensingh and Netrokona District. The procurement will be done through Open International Competitive Bidding (ICB-Open).
Consultancy Services:
Consultancy Services for (i) Proof Checking and Civil Works Supervision for Someshwari-2 Bridge and Someshwari-3 Bridge, (ii) Proof Checking and Civil Works Supervision for Nitai Bridge, Ganeshwari Bridge and Mahadev Bridge, (iii) Formulation of Climate Change Adaptive Bridge Design Guidelines, procurement will be done through Quality and Cost Based Selection (QCBS) method among shortlist of International Firms (iv) Consulting Services for Project Financial Auditing, procurement will be done through Least Cost Selection (LCS) method among shortlist of domestic firms, (v) Senior Procurement and Contract Specialist-International and (vi) Financial Management Expert-National, Individual Consultant Selection method shall be followed
3. Procurement of contracts financed by the Islamic Development Bank will be conducted through the procedures as specified in the Guidelines for the Procurement of Goods, Works and Related Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time), and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing (April 2019 edition, amended from time to time).
4. Specific Procurement Notices for contracts to be bid under the Islamic Development Bank’s International Competitive Bidding (ICB) procedures and Request for Expression of Interest (REOI) for contracts for consultancy services will be announced, as they become available, in IsDB Website (www.isdb.org), UNDB Online or DgMarket websites, Bangladesh Public Procurement Authority- BPPA’s and RHD’s website, newspapers and trade publications of wide international circulation and in local newspapers.
5. Prequalification of contractors will be required for the following contracts: (i) Design and Construction of Someshwari Bridge-3 over Someshwari river at 35th km of Border Road (Z-2834) at Netrokona District, (ii) Design and Construction of Someshwari Bridge-2 over Someshwari river at 36th km of Shyamganj-Zaria-Birishiri-Durgapur Road (Z-3704) at Durgapur Upazila of Netrokona District and (iii) Design and Construction of the Mahadev, Ganeshwari and Nitai Bridge over the Mahadev, Ganeshwari and Nitai River on 9th km, 21st km and 47th kilometers of Border Road (Z-2834) at Mymensingh and Netrokona District.
