1. The Ministry of Health has received financing in the amount of EUR 803 Million equivalent from the Islamic Development Bank toward the cost of the Strengthening Indonesia’s Healthcare Referral Network project (SIHREN), and it intends to apply part of the proceed toward payments under the contract for Procurement of Flow Cytometer.

 

2. The Ministry of Health now invites sealed bids from eligible bidders for Procurement, installation, operational support, and maintenance of 25 units of Flow Cytometer that will be delivered, installed at Paripurna and Utama hospital facilities across Indonesia, including training, operational support and maintenance services. The expected delivery schedule shall be within 2 years after the contract signing date. Delivery locations can be seen in the locus attached to the website https://ihss.kemkes.go.id.

 

3. Bidding will be conducted through the International Competitive Bidding (ICB) procedures as specified in IsDB’s Guidelines: Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (April 2019, revised in February 2023) (“Procurement Guidelines”), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.4 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest.

 

4. Interested eligible bidders may obtain further information from Procurement Committee 7 IHSS, Ministry of Health Republic of Indonesia through email pc7_ihss@kemkes.go.id

 

 

5. No payment is needed for the bidding documents. The electronic version of the bidding documents can be downloaded from the following website: https://ihss.kemkes.go.id.

 

6. Bids must be delivered to the Purchaser’s address below before February 20, 2026 at 10:00 AM Jakarta time. Late Bids will be rejected. The outer Bid envelopes marked “ORIGINAL BID”, and the inner envelopes marked “TECHNICAL PART” will be publicly opened in the presence of the Bidders’ designated representatives and anyone who chooses to attend, at the address below on February 20, 2026 at 10:30 AM Jakarta time. All envelopes marked “SECOND ENVELOPE: FINANCIAL PART” shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.

 

7. All bids must be accompanied by a Bid-Securing Declaration.
