This Invitation for Bids (IFB) follows the General Procurement Notice for this project which appeared at the MoPW’s website (https://spse.inaproc.id/pu/) on February, 2 2026.

 

1. The Government of Indonesia has received a financing from the Islamic Development Bank (IsDB) in the amount of  United States Dollar: One Hundred and Fifty Million (USD150,000,000) toward the cost of the Development of Trans South-South Java Road Project, Phase II, and intends to apply part of the proceeds toward payments under the contract for Package / Lot 3A:  Ringinrejo – Sp. Jolosutro.

 

2. The Directorate General of Highways of the Ministry of Public Works (MoPW) hereby invites sealed bids from eligible bidders for the construction of a new road with a total length of 7.9 km, to be completed within a contract duration of 480 calendar days. The scope of civil works includes the construction of a 7.0-meter-width carriageway, 2.0-meter-width shoulders on both sides, and other associated roadside facilities. Section Lot 3A, as part of the Trans South–South Java Roads Project, covers the Ringinrejo – Sp. Jolosutro route. The objective of this project is to upgrade and develop the existing dirt road located in Blitar Regency, East Java Province. The initial site conditions comprise a rocky dirt road within a hilly terrain. The margin of preference shall not be applied. Bids shall be submitted in accordance with the Electronic Procurement (e-Procurement) System through the website specified at the end of this invitation.

 

3. Bidding will be conducted through the National Competitive Bidding (NCB) procedures as specified in the IsDB Guidelines for Procurement of Goods, Works and related services under Islamic Development Bank (IsDB) Project Financing (latest edition), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to 1.9.1-1.9.5 paragraphs of the Procurement Policy of the Procurement Guidelines setting forth IsDB’s policy on conflict of interest. 

 

4. Post-qualification of bidders will be required for this Package / Lot No. 3A

 

5. Interested eligible Bidders may obtain further information about the bidding process and of the bidding documents, electronically from the Procurement Team (POKJA) – TPBJK, for Specific Goods/Services/Works for DGH at the email address below.

 

6. A complete set of bidding documents in the English Language may be obtained / downloaded through the electronic Procurement (e-Proc) at the website stated at the end of this invitation.

 

7. Bids must be delivered (uploaded) at the website stated below on or before 3.00 PM (WIB) and (date) March, 6, 2026 (4 weeks to prepare complete and responsive bids). Electronic bidding will be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders’ designated representatives and anyone who choose to attend at the address below.

 

8. All bids must be accompanied by a “Bid Security” in a form of a Bank (Demand) Guarantee in the amount of IDR 9,305,775,060.00 or equivalent to any freely convertible currency.
