The Government of Indonesia has received a financing from the Islamic Development Bank toward the cost of the Port Management Operation Consultant (PMOC) for the Integrated Fishing Ports and International Fish Market Project (IFP-IFM) - Phase I and intends to apply part of the proceeds for consultant services.
The PMOC provides the best practice of internationally recognized Port Management operations and implements ISO14001. The consultant may propose the new enhancement of the Port Management System (PMS) to optimize the port operation and management. The output from the consultant will be a recommendation for the overall port management system that will help manage vessel berthing, loading/unloading, and vessel tracking within the port area to optimize the traffic flow in/out of the port. The PMOC will conduct training for port operations, planning and development control, catch quality management, HACCP, and comparative studies. The delivery of the consultant will improve port operations and public services to fishers, fisheries business actors and other stakeholders. PMOC will also carry out the Development of the Outline Business Case (OBC) for Operation and Maintenance (O&M) for potential future fishing port concessions.
The consulting services shall be carried out for a period of 18 months and expected to commence in January 2027. The Key personnel staff shall include international experts.

The Directorate General of Captures Fisheries of the Ministry of Marine Affairs and Fisheries (MMAF) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
- The shortlisting criteria are:
- Evaluation of Administrative Qualifications
- Submission of EOI
- Submission of Legal Documents (JV/Single Agreements)
- Fulfil the provisions of Indonesia laws and regulations to carry out activities/business, such as: Business Entity Certificate (SBU) with a Large Business Qualification:
- Agricultural and rural development sector, fisheries and maritime sub-sector (1.01.08);
- Telematics Sector, sub-sector of application/software consulting services (1.03.05)

- Interested foreign consultants can submit a relevant business license or registration that is valid in their respective countries.
- Not included in the Black List Firm
- Have certification for Quality Management System Certificate (ISO 9001:2015); Environmental Management System Certificate (ISO 14001:2015); and Occupational Health and Safety Management (OH&S) Certificate (ISO 45001:2018)
- Evaluation of Technical Qualifications
- Having experience in similar works based on the job subclassification, specifically in the field of port management, information system, fisheries, port and/or fisheries feasibility study, fisheries and or marine survey based on the scope of work within the last 1 (one) year
- Having a minimum of 1 (one) project experience as a port management consultant or port operation and marine consultant within the last 3 (three) years, both in government and private sectors, including subcontracting experience
- Experience with multilateral development agencies and/or bilateral agencies, based on project references; Please select the most relevant projects, with each project value of approximately minimum USD 0.35 million or more to demonstrate the firm's experience (maximum of project contract amount within the last ten years);
- Key Experts will not be evaluated at the shortlisting stage

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Guidelines.

Expressions of Interest must be submitted through the SPSE Government e-Procurement platform at the website: https://spseicb.lkpp.go.id/spseicb/ by August 19th, 2026. Interested Consultants shall register first as a vendor at the mentioned website prior to submitting their Expression of Interest (REOI).
