The Republic of Uzbekistan has received financing in the amount of US$300 million from the Islamic Development Bank toward the cost of the Construction of Modern Rural Housing Project (Phase 2). The scope of the project includes construction
of approximately 14 263 modern typical houses, 149.87 km of access and internal roads, 254.7 km of access and internal drinking water-supply system, 58.5 km of sewage network with supplying, installation of 62 units of Local waste treatment plants (LWTP)
in 2017-2021 in rural areas of Bukhara, Namangan, Andijan, Jizzakh, Navoi
and Sirdarya regions of the Republic of Uzbekistan, as well as social and market facilities.
Now the Beneficiary intends to apply part of the proceeds for consultant services. The services include technical review of the constructed houses and associated infrastructures (access and internal roads, access and internal drinking water-supply system, sewage network with supplying, installation of LWTPs) in the framework of the Project.
The EC “Qishloq Qurilish Invest” LLC in the capacity of the Project Implementing Agency now invites eligible consultants from IsDB Member Countries to indicate their interest in providing the services. Interested consultants must provide specific information which demonstrate that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability
of appropriate skills among staff, etc.).
Criteria for evaluation of received expressions of interest for short-listing of consulting firms as per the item 2.19, “Guidelines for the Procurement of Consultant Services Under IsDB Project Financing” published on April 2019 (the “Procurement Guidelines”).
Short-listing of consulting companies
The criteria for a Consultant Firm to be selected for the shortlist shall comprise the following factors:
- The Consultant's experience in performing similar tasks in at least two executed contracts financed with the participation of IFIs during the last
10 years; - Experience in the development of procurement documents in projects with the participation of IFIs;
- Experience in studying the effectiveness of implemented projects
on socio-economic impact and environmental protection; - Regional experience in CIS countries.
Experience in the Technical review of the completed construction shall be required
for the assignment:
Main task of the consultant includes but is not limited to the following:
- (i) Technical review of the constructed houses and associated infrastructures (access and internal roads, access and internal drinking water-supply system, sewage network with supplying, installation of LWTPs) designs in order
to improve the design of the houses and associated infrastructures, hereafter,
(ii) Post review of the conducted procurement Processes, i.e. the compliance
of the IsDB Procurement Guidelines and other Project documents
to the conducted biddings for the construction of houses and related infrastructure; (iii) analysis on the structure of beneficiary of houses in rural areas and beneficiary satisfaction survey, and (iv) an analysis of the impact
of the program to local economy. Details of scope of service will be outlined
in the Terms of Reference.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24
of the Procurement Guidelines, setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or
a sub-consultancy.
In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection(QCBS) procedures through short-listing firm limited to IsDB Member Countries
set out in the Procurement Guidelines.
