The Government of Suriname has applied for financing from the Islamic Development Bank toward the cost of the ‘Technical assistance for the Feasibility Study and Detailed Engineering Design for the new Hospital on the premises of the Academic Hospital Paramaribo’, and intends to apply part of the proceeds for consultant services.
The services include a feasibility study and complete Architectural and Engineering (A/E) consultancy services for the design of a new hospital, inclusive of medical equipment and furniture, automated hospital information systems for patient records and departments, training facility, main storage facility, skills lab, an energy and waste treatment plant and a three hundred (300) car garage on the existing AZP premises, for the benefit of the Ministry of Health (MOH) in Suriname, AZP and IsDB.

The Ministry of Health now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

Instructions to the prospective Firms:
- The aim of this EOI is to shortlist the most suitable firms which can offer the required services with full satisfaction of the Beneficiary and thus it does not warrant any right for any firm unless it secures the status of successful bidder.
- The short listing criteria are based on YES & NO option instead of any weightage.
- Tick mark on the correct option. The firm can add comments in the remarks columns.
- The firm shall sign/initial & stamp each page before submitting the EOI.
- Submission of inaccurate or false information will result in disqualification.
- The firm shall attach attested copies of the requisite documents/certificates where required.
- The firm shall give an affidavit of non-involvement in any litigation case.
- In case of Joint Venture (JV) a copy of the JV Agreement must be provided. In a JV, in the event of a contract, all members are jointly and separately liable for the entire contract, and the lead Consultant is required to sign the contract with the Beneficiary using power of attorney on behalf of all JV members
- In case of a sub-consultancy arrangement the lead Consultant assumes complete responsibility for and coordination of the Consultant Services and signs the contract with the Beneficiary, while the sub-contracting Consultant(s) only executes part of the Services assigned to it under the TOR, and signs a contract with the lead Consultant only.
- For a firm to get shortlisted they shall have to secure all 7 (seven) affirmatives i.e. with a Yes.
The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Guidelines.

Expressions of interest must be delivered by email to the email address below no later than March 5 2021, 1500hours Suriname Local Time. All submissions received after this date and time will be automatically disqualified.
