The Government of Suriname has received financing from the Islamic Development Bank toward the cost of the Secondary and Technical Education Support (STES) Project and intends to apply part of the proceeds for consultant services.

 

The overall objective of the services is to provide secondary education in Suriname with well-designed, purposeful, and effective instructional multimedia relevant to its different programs and subjects. It includes setting up a framework (a taxonomy, an evaluation system, policy, and partnerships with providers), setting up a library of instructional multimedia resources in Moodle, creating an inventory of existing materials and training of teachers to create instructional multimedia. The consultancy will be executed over a period of 9 months.

The Ministry of Education, Science and Culture now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services based on the following shortlisting criteria:

Key Experts will not be evaluated at the shortlisting stage.

 

The attention of interested Consultants is drawn to Paragraphs, 1.23, and 1.24 of the Guidelines for Procurement of Consultant Services under Islamic Development Bank Project Financing, April 2019 edition (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.

 

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

 

A consultant will be selected in accordance with the QCBS International method set out in the Procurement Guidelines.

 

Interested consultants may obtain further information at the address below during office hours (8:00 - 16:00 hours local time), Monday-Friday.

 

Expression of Interest clearly marked “Expression of Interest for Consulting services for development of instructional videos for secondary schools” can be submitted in a written form at the address below on or before 14:00 hours local time on August 31, 2023. Late submissions will not be accepted.
