The Islamic Development Bank Institute has approved grant financing toward the cost of the Development of an OIC Smart Countertrade System project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project.

 

The project will include the following three components:

  1. Consultancy Services: Under this component, a consulting firm specialised in Shari'ah compliant trade and economic services will be hired to undertake the strategic feasibility study and advise the IsDB Group on practical steps needed to establish the Smart OIC Countertrade System. The feasibility study will cover four critical aspects for the Smart Countertrade System: (1) Market Feasibility, (2) Legal and Regulatory Considerations, (3) Technological Prototype Proposal, and (4) Shari’ah Compliance and Islamic economics and finance perspectives. This study includes identification and initial discussions with prospective partners such as affiliate organ institutions under the OIC as well as selected MCs and other ancillary service providers who will be invited to join IsDB Group in establishing this smart system. Detailed expectations from the consulting firm will be included in the terms of reference.
  2. Workshops/Seminars/Launch Event: Under this component, a series of workshops/seminars will be organised that includes key stakeholders to clearly identify challenges, opportunities and interest in participation in establishing the countertrade system. The component will support three regional workshops/seminars/launch event and cover costs for logistics, venue, speaker costs (if any) and other miscellaneous expenses.
  3. Translation and Printing: Under this component, the feasibility study will be translated, designed and printed in the three official languages of the IsDB Group: English, Arabic and French.

 

Procurement of contracts financed by the Islamic Development Bank/Islamic Development Bank Institute will be conducted through the procedures as specified in the Guidelines for Procurement of Goods, Works and related services under Islamic Development Bank Project Financing (effective April 2019 Revised February 2023) and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the Guidelines for the Procurement of Consultant Services under Islamic Development Bank Project Financing (Effective April 2019 Revised February 2023).

 

Request for Expression of Interest (REOI) for contracts to be bid under the Islamic Development Bank’s Quality Cost Based Selection (QCBS) will be announced, as they become available, in IsDB Website, UNDB and DG market
