REQUEST FOR EXPRESSIONS OF INTEREST

  1. The Republic of Uzbekistan has received a financing from the Islamic Development Bank toward the cost of the Improving the Quality and Efficiency of Education Services in the Republic of Uzbekistan and intends to apply part of the proceeds for consultant services. 
  2. The objective of appointing the Consulting Company is project management and supervision as per the Terms of Reference.
  3. The detailed Terms of Reference (TOR) for the assignment is attached to this request for expressions of interest.
  4. The start date of the consultancy services will depend on the readiness of the detailed design for the construction works and is scheduled for Q1 of 2026. The assignment duration is 48 months for construction supervision, plus 12 months for the Defects Liability Period (DLP), totaling 60 months.
  5. Defects Liability Period (DLP): The Consultant shall be responsible for supervising and monitoring works during the DLP, which is expected to be 12 months following the completion of construction. For further details on the Consultant’s responsibilities during DLP, please refer to Task C of the Terms of Reference (TOR).
  6. The Ministry of Preschool and School Education (MoPSE) now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants must provide specific information which demonstrates that they are fully qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).
  7. The shortlisting criteria are:

Eligibility Compliance

  1. The Consultant must comply with IsDB eligibility rules (Part 1, Chapter 1, Section 1.11).
  2. The Consultant must be established or incorporated in a member country.
  3. The Consultant must not be subject to any restrictions, sanctions, or debarment by IsDB or any other major international financing institution.
  4. The Consultant must be free from any conflict of interest that could give rise to a competitive advantage.

Relevant Experience and Performance

  1. The Consultant should have  a minimum of 8 years of professional experience in architecture, project management and supervision in civil works. The firm should have completed multiple public infrastructure projects, preferably in the education or social sectors.

General Experience of the Firm

  1. Years of experience in consulting services (engineering, supervision, project management).

Specific Experience Relevant to the Assignment

  1. Experience in similar projects including project management, construction supervision, design review & approval, improvement of design, finance, procurement.
  2. Three (3) successfully completed (evidenced by completion certificates or client references) similar contracts for public infrastructure (educational, healthcare, housing, or social infrastructure) over the past 8 years.

Regional/Country Experience

  1. Successful implementation of public infrastructure projects—preferably schools or similar facilities (educational, healthcare, housing, or social infrastructure) - in Uzbekistan or CIS countries, funded by international financial institutions (such as IsDB, ADB, World Bank, or similar).
  1. Key Experts will not be evaluated at the shortlisting stage.
  2. The attention of interested Consultants is drawn to 1.12.1 and 1.12.2 paragraphs of the Procurement Policy  of the Guidelines for the Procurement of Consultancy Services under Islamic Development Bank Project Financing April 2019 (Revised February 2023) (the “Procurement Guidelines”), setting forth IsDB’s policy on conflict of interest.
  3. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
  4. A consultant will be selected in accordance with the QCBS-MC: Quality and Cost-Based Selection with shortlisting from IsDB Member Countries method set out in the Procurement Guidelines.
  5. For the purposes of shortlisting, only the qualifications and experience of the lead firm and joint venture partners will be considered. The experience of sub-consultants will not be evaluated at this stage.
  6. Interested consultants may obtain further information at the address below during office hours from 09:00 to 17:00 hours (local time).
  7. Expressions of interest in English must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 17:00 (Tashkent time) 4 August 2025. Electronic submissions must be in PDF format and include scanned or digital signatures. EOIs received after the submission deadline shall be rejected and shall not be evaluated.
