IsDB Signs Development Financing Agreements with Member Countries During the 2026 IsDB Group Annual Meetings in Baku
Baku, Republic of Azerbaijan, 19 June 2026 — The Islamic Development Bank (IsDB) signed a series of development financing agreements and commemorative country engagement notes with member countries during the 2026 IsDB Group Annual Meetings in Baku, reaffirming its commitment to financing high-impact projects that expand opportunities, strengthen resilience, and accelerate sustainable development across member countries. The agreements reflect a broad and strategic development agenda covering transport, energy, education, agriculture, rural livelihoods, and fragile-state recovery. Each was signed by H.E. Dr. Muhammad Al Jasser, IsDB Group Chairman.
For Côte d’Ivoire, a financing agreement of US$234,799,657 for upgrading the Tafiré–Ferkessédougou Highway (58 km) was signed with H.E. Souleymane Diarrassouba, Minister of Planning and Development. The project is a flagship infrastructure investment designed to transform a critical economic artery into a high-capacity dual carriageway.
A financing agreement for US$59,280,000 was signed for Mauritania’s Rural Electrification Project in isolated areas, with H.E. Abdallah Cheikh Sidia, Minister of Economic Affairs and Development. The project represents a breakthrough in expanding energy access across remote regions by connecting 22,000 households and 3,000 socio-economic facilities.
Chad signed a US$20,000,000 financing agreement for the Basic Education Transformation Project. H.E. Tahir Hamid Nguilin, Minister of Finance, Budget, Economy and Planning, signed on behalf of the Government. The project is a component of a broader, multi-partner education programme aimed at strengthening human capital development in the country.
A financing agreement of US$31,010,000 for The Gambia’s Cattle Production and Productivity Improvement Project was signed with H.E. Seedy K. M. Keita, Minister of Finance and Economic Affairs. The project represents a flagship livestock transformation initiative aimed at boosting food security, income growth, and rural resilience.
Somalia signed a Commemoration Note to launch the Somalia Country Engagement Framework (CEF). The note was signed by Hon. Bihi Iman Egeh, Minister of Finance. With an envelope of US$45 million for the period 2026–2028, the Somalia Country Engagement Framework marks an important milestone in the Bank’s support for resilience and economic transformation in fragile contexts.
During the signing ceremony, Dr. Rami Ahmad, IsDB Vice President (Operations), signed a series of financing and contribution arrangements, as well as memoranda of understanding. He signed two major agreements with Hon. Yusuf Abdulla Ali Humood, Undersecretary for Financial Affairs of the Kingdom of Bahrain. They cover a US$180.72 million King Faisal Highway Upgrade Project and a US$330.07 million Salman Industrial City Expansion Project.
For Palestine, Hon. Dr. Naser Qatami, Advisor to the Prime Minister for Arab Funds and Alternate Governor, signed a US$22 million agreement for the Solar Power Field Project. Two agreements were also signed with Ahmed Shehata, Chief Executive Officer of Islamic Relief USA: a US$25 million and a US$7 million agreement for an emergency response operation in Sudan. A US$10 million Donor Contribution Agreement was also signed with Qatar Charity.
Additionally, Dr. Rami Ahmad also signed a series of MoUs with Engr. Zakariya Al Abdulqader, President of the Federation of Contractors from Islamic Countries (FOCIC), , Mr. Mohammed ABDIKER, Chief of Staff of the International Organization for Migration (IOM), and with Ambassador Berik Aryn, Director General of the Islamic Organization for Food Security (IOFS) and Mr. Jean Van Wetter, CEO of Enabel, the Belgian Development Agency
