IsDB Launches IPDET Workshop in Dakar to Strengthen PCR Quality
Dakar, Senegal, 13 April 2026 – The Independent Evaluation Department (IEvD) in partnership with the Country Programs Directorate, launched the IPDET Workshop focused on Project Completion Reports (PCRs) in Dakar. The five‑day training, running from 13 to 17 April, brings together Operations Team Leaders and staff from regional hubs to strengthen institutional capacity and enhance the quality of PCRs across the Bank. The program aims to strengthen institutional capacity and support the Country Programs Directorate in successfully implementing its newly revised PCR Business Process, ultimately enhancing reporting quality across the Bank.
In his welcome address, Dr. Nabil Ghalleb, Director of the IsDB Regional Hub in Dakar, welcomed participants from across the Bank’s network and underscored the central role of learning from implementation. He emphasized that PCRs should be viewed not merely as end‑of‑project documents, but as strategic instruments that inform better project design, strengthen decision‑making, and ultimately improve development impact. Dr. Ghalleb highlighted Dakar’s significant share of the IsDB portfolio and its strong track record in producing high‑quality PCRs. He noted that the hub’s close engagement with project implementation provides unique insights into operational realities that must be systematically captured and reflected in completion reporting.
Mohameden Mohamed Sidiya, Director of IEvD, inaugurated the workshop, stressing the strategic importance of PCRs for both accountability and institutional learning. With responsibility for PCR preparation now anchored in regional hubs, he noted that building capacity at the operational level is an immediate priority. High‑quality PCRs, he added, form the backbone of credible self‑evaluation and serve as essential evidence for independent evaluations and corporate decision‑making.
A panel discussion on PCR quality followed the opening session. Moderated by Nur Abdi, Associate Manager at IEvD, the panel featured Farhan Rashid, Manager, Operations Quality and Monitoring, Ibrahima Dit Thierno Lo, Acting Manager, Strategy, Budget & Corporate Performance, Noureddine Mabrouk, Manager, Regional Hub of Cairo, and Ehtisham UL Hassan, Senior Evaluation Specialist at IEvD. The panelists discussed recurring challenges such as data gaps, weak monitoring systems, limited institutional capacity, and the need to embed evaluative thinking throughout the project cycle. They emphasized the importance of consistency, evidence‑based analysis, and candid reflection on implementation challenges. Strong linkages between supervision reporting and PCRs as well as the value of timely preparation were also highlighted.
The workshop is delivered by the IPDET facilitation team led by Dr. Candice Morkel, Head of the International Program for Development Evaluation Training. Through an interactive, practice‑oriented approach, instructors will equip participants with practical tools and frameworks for producing robust and credible PCRs.
The Dakar workshop reaffirms IsDB’s commitment to strengthening evaluation capacity, fostering a culture of learning, and enhancing the quality and usefulness of project completion reporting across the institution.
