Closing Press Conference - Statement by H.E. the Chairman of the IsDB Group
Your Excellency, Abdelkrim Bouzred, Minister of Finance of Algeria, Chairman of the Board of Governors,
Respected media representatives,
Distinguished guests,
Ladies and gentlemen,
السلام عليكم ورحمة الله وبركاته
I am pleased to welcome you to the closing press conference of the 2025 IsDB Group Annual Meetings.
As we bring this remarkable week in Algiers to a close, allow me, on behalf of the entire IsDB Group, to extend our deepest gratitude to His Excellency President Abdelmadjid Tebboune, for his gracious patronage of this year’s meetings.
Our sincere appreciation also goes to the Government and people of Algeria for the warm hospitality and impeccable organization that made these meetings possible in such a secure, efficient, and welcoming environment — Alhamdulillah.
A special word of thanks to His Excellency Mr. Abdelkrim Bouzred, Minister of Finance of Algeria, for his outstanding leadership as Chair of the IsDB Board of Governors during this term. Your stewardship was instrumental in steering our deliberations and forging consensus.
To our esteemed Governors, Alternate Governors, Executive Directors, Board Members, and all delegates, I offer heartfelt thanks for their active engagement and thoughtful contributions.
A special tribute also goes to all our staff across the IsDB Group, whose dedication made these meetings and their many side events a resounding success.
Algeria holds a special place in the history of the IsDB— not only as a founding member but also as the first country, other than the Headquarters country, to host the Annual Meetings on three occasions: in 1990, 2001, and now in 2025.
This year’s gathering marks a renewed chapter in a long and trusted partnership. We have witnessed the signing of the Country Engagement Framework (2025–2027) between the Government of Algeria and the Islamic Development Bank Group, committing the IsDB Group to deliver USD 3 billion in financial and insurance services over the next three years, based on the country’s needs over the coming period.
We look forward to deepening cooperation with Algeria — aligning our support with its national development agenda, infrastructure ambitions, and private sector growth.
Ladies and gentlemen,
The theme of this year’s meetings — “Diversifying Economies, Enriching Lives” — truly reflects our mission: to strengthen economic resilience, promote social progress, and foster shared prosperity across our member countries.
Over this week, we hosted numerous high-level meetings, the flagship Private Sector Forum and more than 10 side events, featuring eminent thought leaders, academics, and development practitioners. We welcomed more than 4000 participants, representing 89 countries and 70 institutions.
These interactions provided a vital platform for open dialogue, strategic partnerships, and innovative collaborations—both public and private.
I am pleased to announce the signing of more than 70 agreements totaling nearly US$ 5 billion, with 26 member countries and several regional institutions. These agreements cover critical sectors and reaffirm our determination to deliver concrete, high-impact development solutions.
Ladies and gentlemen,
This year marks another historic milestone for the Bank — marking the 50th Annual Meeting of our Board of Governors and the launch of the new IsDB Group Strategic Framework for 2026–2035.
As you know, since its inception in 1974, IsDB has evolved into a unique development ecosystem comprising five interlinked institutions:
- The Islamic Development Bank,
- The Islamic Corporation for the Insurance of Investment and Export Credit,
- The Islamic Corporation for the Development of the Private Sector,
- The Islamic Development Bank Institute, and
- The International Islamic Trade Finance Corporation.
Together, we serve 57 member countries and Muslim communities around the world — touching the lives of nearly one in every four individuals on the planet.
Our strength lies in our identity as a development bank from the South, by the South, and for the South, guided by the Islamic values of solidarity, justice, and mutual trust.
Last year, in Riyadh, our shareholders reaffirmed this position through the landmark “In Riyadh at Fifty Declaration”. This declaration charted a clear course for the future. This was further refined during the Governors’ Retreat in Madinah this January, where our collective aspirations for the next decade were articulated.
Yesterday, the Board of Governors endorsed the Strategic Framework for 2026–2035, anchored on the following five core messages:
First, Where We Come from – Over the past 50 years, the IsDB Group has continuously adapted its interventions to the evolving priorities of its member countries. We start where our member countries finish. Never before them.
Second, Where We Stand Today - The global development landscape is being reshaped by rising geopolitical tensions, economic fragmentation, and digital disruption—calling for urgent reforms to address the priorities of developing nations that are exploring alternative financing approaches.
Third, Where We are Going - the Strategic Framework provides a clear direction to achieve sustained economic growth and intergenerational prosperity, focusing on productivity, resilience, sustainability and inclusion.
Fourth, How We Will Get There – we will operate at three levels, which are as follows:
- At country level, we will maximize our additionality by supporting nationally-driven solutions.
- At the level of our countries collectively, we will serve as a platform for knowledge sharing and resource exchange.
- At the global level, we will position the IsDB Group as the premier intellectual hub for Islamic economics and finance.
And the fifth core message is that institutional transformation will be crucial. A phased, balanced approach will ensure continuity while enabling innovation and embracing digitalization.
This Ten-Year Framework will be translated into two successive five-year strategies for each entity of the IsDB Group, with defined priorities, measurable targets, and clear performance indicators.
Distinguished media representatives,
As we embark on this new chapter, your role remains indispensable. You are not only the messengers of today’s news — you are the narrators of our shared development journey.
We sincerely thank you for your presence, coverage, and insightful reporting throughout this week. Your work helps bring to light the human stories behind the numbers — the lives changed, the opportunities created, and the futures transformed.
We look forward to welcoming you again at our next Annual Meetings in Azerbaijan, Insha’Allah.
Thank you.
