KLCoE & TERAJU Advance Integration of Bumiputera Companies into OIC Value Chains
Putrajaya, Malaysia, 16 April 2026 - The Islamic Development Bank Kuala Lumpur Center of Excellence (KLCoE) met with TERAJU, an agency under the Ministry of Economy Malaysia that serves as the primary catalyst in empowering the Bumiputera (Indigenous people) economic and socioeconomic agenda within the context of Malaysia’s national development, to explore strategic collaboration aimed at integrating Bumiputera-owned enterprises into Organization of Islamic Cooperation (OIC) value chains.
A key outcome of the meeting was TERAJU’s interest in leveraging the global network of IsDB to expand market access for Malaysian Bumiputera companies. It was noted that many of these firms are already aligned with the IsDB’s mandate, being halal certified and active users of Islamic finance, which provides a strong foundation for internationalization.
The discussion also highlighted innovation within TERAJU’s portfolio, particularly in the livestock and biotechnology sectors. A notable example includes a nasal spray vaccination mechanism for livestock, offering a more efficient and less invasive alternative with strong potential for scalability across OIC markets.
Regarding financing, TERAJU shared its current ecosystem, which involves P2P platforms, commercial banks, and the Export-Import Bank of Malaysia Berhad. Both parties discussed a proposal to establish a USD-denominated facility to support global expansion, subject to internal fiduciary assessment, with IsDB Group envisaged as a financing provider, while TERAJU and Syarikat Jaminan Pembiayaan Perniagaan Berhad (SJPP) would provide collateral and credit guarantees.
Moving forward, TERAJU expressed interest in participating in the upcoming Malaysia - IsDB Country Engagement Framework (CEF) discussions to formalize these initiatives. The meeting concluded with a shared commitment to strengthen collaboration in advancing inclusive economic growth across the OIC ecosystem.
