Objective of Assignment
Under the supervision of the Regional Hub Manager, to conduct the Bank’s technical-assistance operations due diligence, monitor day-to-day technical-assistance operations management activities, and carry out day-to-day development-project operations management activities under the guidance of the Project Team within approved costs, timeliness, and quality, to ensure efficient execution of the bank’s mandate to support economic development in the associated member and non-member countries.
Responsible for day-to-day communication, monitoring, and implementation support to the project management units and executing agencies and provided support in: Project/Program preparation and appraisal, portfolio quality review, procurement review, disbursement processes, and contributing to knowledge management agenda by identifying lessons learned from the projects. In addition, also responsible for leading Technical Assistance implementation and serve subject matter expert for the Bank’s procedures and processes related to the Regional Hub operations.
Scope of Services
Program and Portfolio Management
Project Appraisal
- Provide technical and professional support to the Operations Team Leader in the preparation of project appraisals and comprehensive due diligence of the technical, financial, procurement, institutional, economic, social and environmental aspects of the project proposals ensuring the same in line with the operations manual and applicable policies/procedures of the Bank.
- Liaise with the respective Sector Teams in the CPO to further refine and enhance the project appraisal documents prior to submission for the Board approval
Project Implementation and Monitoring
- Coordinate with the respective Operations Team Leader, in all aspects the project implementation to ensure projects are completed as per the project charter/plan.
- Lead the preparation of periodic project implementation assessment and support reports for each project under the portfolio to ensure implementation issues and proposed actions are documented as a reference and for smooth execution.
- Maintain adequate, up-to-date, and accurate project information and key records in the bank’s operations management system.
- Assess implementation progress of Bank’s approved operations and provide feedback/recommendations on bank’s position to relevant authorities/stakeholders.
- Contribute to maintenance of project implementation plans to ensure ongoing monitoring of project progress, pro active identification of issues, recommendation and implementation of action plans to resolve issues promptly.
- Review implementation quality and progress of Bank’s approved operations and provide recommendations for improvements to the relevant authorities/stakeholders.
- Provide inputs to the Procurement and Financial Management staff to ensure procurement of materials and disbursal of funds for the projects are in line with the policies of the Bank.
- Monitor contracts and financial management activities of the projects and provide recommendations on bank’s position to relevant authorities/stakeholders.
Project Closure and Review
- Provide input to Task Team Leader in the development of project completion reports at the completion of each project, to ensure key issues and lessons learned are documented for reference in future projects.
- Compile inputs for Sectoral Teams to ensure lessons learned are recorded for reference in future projects.
General Project Management
- Provide input to bank’s operations team regarding the operational cycle of projects to ensure necessary operational policy and procedural improvements are implemented.
- Support Operations Team Leader in engaging external expertise according to the bank’s procurement policy, to complement internal resources ensuring quality project due diligence, implementation, and lessons mining.
- Maintain adequate, up-to-date, and accurate project information and key records in the bank’s operations management system.
Expertise Required
Academic Qualifications: Bachelor’s degree in Engineering, Economics, Management, Social Sciences, or a related field, preferably with a master’s degree or equivalent
Languages:
- English (mandatory)
- French (mandatory only for COM cluster handling Francophone Member Countries)
- Arabic (mandatory only for COM cluster handling Arabic Speaking Member Countries)
Required Experience: 5 years’ experience in development project management, preferably in International Development Institutions.

Supervision Arrangement
Assignment Duration: The staff consultant is expected to perform the following tasks starting from 01/10/2023 for a period of not less than 6 months and not exceeding 12 months.
Location: IsDB Regional Hub of Indonesia
Travel Requirement: Travel as per the requirement to conduct due diligence and supervise portfolio
Reports to:
- Administratively to the Regional Hub Manager
- As a team member, report to the concerned Operations Team Leader on a project-to-project basis
Hours of Work:
- 40 hours a week, as per the working hours of the working location
- On an exceptional basis, business travel outside working days and office hours is required.
- Observed National Holidays are 12 days that are selected by the concerned Regional Hub from National Holidays observed by the Host Country
Counterpart Support and Remuneration
Counterpart Support: IsDB will provide office access, space, and office equipment, including laptop during the assignment duration.
Remunerations: Monthly, based on the salary scale of PMS position in the working location
Allowances: Inclusive in the monthly remuneration. Reimbursement of travel costs and per diem is as per the travel policy of the Bank.

Job Purpose:

BACKGROUND:
The Islamic Development Bank (IsDB) Group (www.isdb.org) is an international financial institution with 57 member countries. It was founded in 1975 with the purpose of fostering economic development and social progress of member countries and Muslim communities individually as well as jointly, in accordance with the principles of Shariah, i.e., Islamic Law.
In 2015, the IsDB Group established its Country Gateway Office (CGO) in Indonesia. The CGO was upgraded to a Regional Hub in 2017, facilitating cooperation of IsDB Group with all the stakeholders in Hub Countries, namely; Indonesia, Brunei Darussalam, and Malaysia. The Regional Hub galvanizes collaboration with the Government, private sector, academia, civil society, and development partners, and serves as a single access point for all the products and services offered by the IsDB Group in referred countries.
The Regional Hub oversees a sizable portion of the Bank’s portfolio and currently has public investment projects -with varying maturity levels- that are under implementation in the referred three countries. Building on Social and Economic Infrastructure Operations which span around energy, transport, water and sanitation, agriculture, education, and health infrastructure investments, the Portfolio is expected to expand through the processing of additional sovereign financing projects per the request of member countries and the approval of Bank management.
In addition to public investment projects financed by Islamic Development Bank (IsDB), the Hub also provides cross support to the identification and implementation of technical assistance (TA), Reverse Linkages (RL) – the Bank’s model of South-South Cooperation, and Technical Cooperation Projects (TCP), which are led by the Cooperation & Capacity Development (CCD) Department of IsDB. The Department acts as the primary connecting platform for member countries, regional cooperation organizations, and relevant communities to cooperate while complementing the Bank’s core infrastructure activities with capacity development efforts. The Hubs Portfolio also extends to providing cross-support to the implementation of CCD projects and provides inputs for the expansion of the existing portfolio.
POSITION DESCRIPTION:
The incumbent will be an integral part of the Operations Team of the Hub and is expected to assist the project teams in project identification and implementation, via the provision of data Protected collection/entry, archiving/filing, support on research, and if deemed necessary, stakeholder liaison and administrative tasks. Under the general direction of Operations Team Leaders, the incumbent performs highly responsible and detail-oriented contextual and administrative duties related to the provision of support towards;
- maintenance of electronic databases and records management of the Hub,
- implementation of ongoing investment projects, and
- to some extent, liaison within and implementation support across the RL/TA/TCP portfolio.
MINIMUM JOB REQUIREMENTS:
EXPERIENCE AND SKILLS:
- At least two years of work experience, built on use of initiative and independent judgment that includes management of project documents.
- Proven experience in provision of implementation support in externally financed and/or development projects, including administrative/organizational functions.
- Experience and demonstrated skills in preparing technical reports, as well as organizing and keeping track of large volume of documents (virtually and physically).
- Ability to analyze create and manipulate databases using common database tools/software.
- Demonstrated advanced experience and skills in using Enterprise Content Management systems and online databases (Sharepoint, Alfresco, Dropbox, Google Drive, etc.) would be advantageous.
- Ability to read and understand technical, and as necessary legal, documents, in English, for the purpose of document control and report preparation.
EDUCATION:
- Minimum requirement is to have a Bachelor’s Degree in Engineering, Development Studies, Information Technology, Library Sciences, or a Related Field.
ESSENTIAL RESPONSIBILITIES:
- Under the supervision of Operations Team Leaders, and in collaboration with Project Management Specialists, contributes to day-to-day implementation support of sovereign and grant-financed projects.
- In coordination with Operations Team Leaders and Project Management Specialists performs entry of transactional data related to Operations/Projects into the main systems Operations Management System (OMS) and Jira.
- In coordination with Operations Team Leaders and Project Management Specialists establish and maintains document and data controls for multiple Operations/Projects.
- Provide support in preparation of technical/operational reports and serve as a data/document control focal point.
- Provide support in preparation of a variety of drafts and finished documents, which may include technical content and terminology, related to the department’s Operations/ Project, materials requiring research, a compilation of data, and ascertaining project status from
- Protected various sources for meetings, speeches, presentations, and other project activities as needed.
- Assist in preparation and logistical planning for various events (such as preparing incoming mission agendas, drafting letters, organization of meetings with the Government and other stakeholders, and daily support of the mission) and undertake related duties and special assignments as required.
- Initiate the development and implementation of documents/data distribution matrix for each project and stores/manages documents as per the standard of the best practice for database management systems.
- Provide support to Operations Team Leaders and Project Management Specialists to advise regarding project correspondence, logistics and other related matters delegated for action.
- Provide support in searching for and in compiling a variety of project documents and information in response to requests for information from Regional Hub or Headquarters or other sources.

Islamic Development Bank Group Internship Program in Indonesia
The Islamic Development Bank (IsDB) Group Regional Hub Indonesia is seeking qualified Undergraduate or recently graduated (Bachelor's or Master’s Degree) applicants to participate in its Internship Program.
IsDB Internship Program provides a wide range of opportunities to gain insight into the work of Islamic Finance and Development. The selected applicants from diverse academic backgrounds will be assigned to the IsDB Regional Hub Indonesia office, where their educational experience can be enhanced through practical work assignments.
The program is open for applications maximum of four times a year. IsDB Regional Hub Indonesia will only accept full-time interns for a minimum of two months and extendable up to six months, this extension is subject to the performance evaluation and the approval of the IsDB Regional Hub Indonesia. After completing the internship period cumulatively up to 6 months, the internship cannot be renewed.
Selection Criteria
Candidates applying to the program should meet the following criteria:
- Undergraduate or graduate students, or fresh graduates with Diploma / Associate, Bachelor, or Master’s Degree;
- Nationalities :
- Indonesian nationals or
- Other IsDB Member Countries’ nationals residing in Indonesia or
- Member of Muslim Communities of IsDB non-member countries residing in Jakarta
- Never been previously enrolled in any of IsDB’s Internship Programme for more than 4 months cumulatively;
- Having a most recent GPA of 3.00 and above (0-4);
- Be medically fit
- Having good communication skills: Proficiency in speaking and writing in English ;

Program Scope of Activities:
Interns may be assigned to assist in the following tasks:
- Annual programming for IsDB sovereign financing activities,
- Business development and deal sourcing of PPPs and Private Sector,
- Conducting appraisals (due diligence) on new projects for sovereign and private sector financing,
- Providing research and analysis on macro/microeconomic related subjects,
- Supporting in the execution/implementation of approved projects,
- Assisting and reviewing Terms of References (TORs), Request for Proposals (RFPs), and Memorandums of Understanding (MOUs),
- Assist in the preparation of presentation and marketing materials,
- Providing analysis on the effectiveness of IsDB Group operations in Indonesia,
- Supporting events/workshops as applicable,
- Providing administrative support and assistance to key activities,
- Other tasks to be agreed upon.
Financial Aspects:
The IsDB Regional Hub Indonesia will bear any expenses related to missions undertaken as part of the activities.
All expenses connected with an Intern’s participation in the Program must be borne by the intern. IsDB may provide a stipend at the end of the internship program, based upon satisfactory performance appraisal during the internship.
